Walton (1982) states that best choice is different in each community; however, there are some factors that ring true for administrators that have closed school buildings.
- It is a common-held belief that if a school moves in the fast and furious mode to close schools, they are met with much more opposition. The analysis did not support this belief as the more comprehensive and longer time frames proved only to allow opposition parties to gather more support.
- Many people also believe that the "participation theory" is helpful to employ--many feel community members will explode if not given the opportunity to participate in the decision-making process. However, analysis of this factor shows that only teachers lessened the volatility of the community when they were involved in the process.
- Having the school board and superintendent working together as a unified force, proved to be quite important in lowering the level of opposition.
- Also interesting to note, urban districts as compared to rural or suburban districts, experience far more opposition.
